PBN Transition plan for Serbia

Dear Users,

In accordance with Commission Implementing Regulation (EU) 2018/1048 of 18 July 2018, which has been transposed into the legislation of the Republic of Serbia through the „Pravilnik o utvrđivanju zahteva za korišćenje vazdušnog prostora i operativnim procedurama u vezi sa navigacijom zasnovanom na mogućnostima vazduhoplova“ („Službeni glasnik RS“, broj 68/21), Serbia and Montenegro Air Traffic Services SMATSA llc, as the provider of air traffic management/air navigation services (provider of ATM/ANS), has established the PBN transition plan for the Republic of Serbia.
The primary objective of the PBN transition plan is to define the major transitional measures necessary to ensure a smooth and safe transition to the provision of services using performance-based navigation (PBN).
The PBN transition plan provides a comprehensive overview of the current and future operational environment, together with the proposed transitional measures and their respective timelines. By 2030, the majority of the conventional procedures based on ground navaids are expected to be withdrawn, and the ground infrastructure will be rationalised. A minimum operational network of conventional navaids, such as VOR, DME, and ILS, will be maintained to be used in the event of GNSS outage.
The PBN transition plan is a dynamic document, and we are inviting all interested parties, especially aerodrome operators, airspace users and representative organisations of such airspace users affected by the provision of their services, to submit their suggestions and comments via email to fpd@smatsa.rs.
