Meteorološke usluge za civilno vazduhoplovstvo obezbeđuje Kontrola letenja Srbije i Crne Gore SMATSA doo Beograd.The meteorological services for civil aviation are provided by Serbia and Montenegro Air Traffic Services SMATSA llc.
Kontrola letenja Srbije i Crne Gore SMATSA doo Beograd je sertifikovana na osnovu zajedničkih evropskih zahteva za pružanje usluga u vazdušnoj plovidbi. Sertifikat važi sve dok SMATSA doo, kao imalac sertifikata, ispunjava neophodne zahteve.Serbia and Montenegro Air Traffic Services SMATSA llc has been certified according to the common European requirements for the provision of air navigation services. The certificate remains valid until SMATSA llc, as the certificate holder, meets the necessary requirements.

3.1 Karakteristike METAR AUTO izveštaja

3.1 METAR AUTO reports characteristics

U METAR AUTO izveštajima vremenski uslovi se izveštavaju u skladu sa ICAO Aneksom 3, ako su u opsegu detekcije sistema za osmatranje opisanog u nastavku.In METAR AUTO reports weather conditions are reported in accordance with ICAO Annex 3 if they are within the detection range of the observing system described below.
Dodatno objavljenom vremenu distribucije METAR AUTO izveštaja, METAR AUTO će se izdavati i u izuzetnim situacijama nepredviđenog smanjenja broja MET osmatrača. U ovim okolnostima biće izdat NOTAM da se u određenom periodu distribuira METAR AUTO, a da MET REPORT i SPECIAL nisu na raspolaganju.In addition to the published time of distribution of METAR AUTO reports, METAR AUTO will be distributed in exceptional circumstances of an unexpected reduction in the number of MET observers. In these circumstances, NOTAM will be issued with information that METAR AUTO is distributed and MET REPORT and SPECIAL are not available in the given period.
Za sledeće elemente nema razlike u METAR i METAR AUTO izveštajima:There is no difference between METAR and METAR AUTO reports for the following elements:
  • pravac i brzina vetra,
  • temperatura i temperatura tačke rose,
  • pritisak (QNH),
  • RVR.
  • Wind speed and direction,
  • Temperature and dew point,
  • Pressure (QNH),
  • RVR.
Razlike i ograničenja u METAR AUTO izveštajima u odnosu na METAR izveštaje odražavaju se na sledeće elemente:Differences and limitations of METAR AUTO reports in relation to METAR reports are reflected in the following elements:
  • vidljivost,
  • sadašnje i prošlo vreme,
  • oblačnost.
  • Visibility,
  • Present Weather and Recent Weather,
  • Cloud.
Preovlađujuća vidljivost: Preovlađujuća vidljivost se određuje i izveštava u skladu sa ICAO Aneksom 3. Vizibilimetri se koriste za najbolju moguću procenu preovlađujuće vidljivosti. Vidljivost se vizibilimetrom ne može proceniti u svim pravcima što može prouzrokovati da vrednosti uključene u izveštaj ne predstavljaju preovlađujuću vidljivost.Prevailing visibility: Prevailing visibility is determined and reported as defined by ICAO Annex 3. Visibilimeters are used to obtain the best estimate of the prevailing visibility. Visibility cannot be estimated within 360° and this is why the reported visibility may not represent prevailing values.
Sadašnje i prošlo vreme: Informacije se procenjuju senzorom koji se nalazi na lokaciji vizibilimetara (pokriva samo jedan prag poletno-sletne staze). Ograničenja senzora su sledeća: nemogućnost da izvesti određene pojave, očekivane razlike u karakteru i/ili intenzitetu pojave.Present Weather and Recent Weather: Information are assessed from the sensor located at the visibilimeter position (covering only one runway threshold). Sensor limitations are: the inability of reporting some phenomena, expected difference in the characteristic and/or the intensity.
Oblačnost: Izveštena količina oblačnosti i baza su rezultat merenja na lokaciji silometra i algoritamskog proračuna. Tehnička podrška: Senzori nisu duplirani tako da tehnički kvar pojedinačnih senzora uzrokuje da nedostajući podaci budu zamenjeni kosim crtama.Technical support: Technical failure of individual sensor cannot be replaced during METAR AUTO. Sensors are not duplicated and missing data is replaced by slashes.
Obaveštenje: Zbog navedenih ograničenja za pojedine informacije iz METAR AUTO izveštaja, preporučuje se vazduhoplovnim korisnicima da u toku pripreme leta obrate posebnu pažnju na druge dostupne informacije, posebno na TAF i kartu značajnog vremena za letove na malim visinama (https://smatsa.rs/met/).Notification: Due to the above limitations of some information contained in METAR AUTO, it is recommended that users draw particular attention to the other available information when preparing the flight, particularly TAF and significant weather chart for low-level flights (https://smatsa.rs/met/).

Prikaz informacija sa meteoroloških radara, satelita i aerodromskog upozorenja je dostupan tokom brifinga.Personal briefing and flight documentation for operators and flight crew members are provided at aerodromes BEOGRAD/Nikola Tesla (LYBE), BEOGRAD/Batajnica - Pukovnik-pilot Milenko Pavlović (LYBT), KRALJEVO/Morava (LYKV), NIŠ/Konstantin Veliki (LYNI), PODGORICA (LYPG), TIVAT (LYTV) and VRŠAC (LYVR) during operational hours of ATS. Display of information from meteorological weather radar, satellites and aerodrome warning is available during briefing.

Na aerodromima BEOGRAD/Nikola Tesla (LYBE), BEOGRAD/Batajnica – Pukovnik-pilot Milenko Pavlović (LYBT), KRALJEVO/Morava (LYKV), NIŠ/Konstantin Veliki (LYNI), PODGORICA (LYPG), TIVAT (LYTV) i VRŠAC (LYVR) obezbeđena su upozorenja za aerodrom kada se na aerodromu osmotri ili prognozira jedna ili više sledećih pojava:Aerodrome warnings are provided at aerodromes BEOGRAD/Nikola Tesla (LYBE), BEOGRAD/Batajnica – Pukovnik-pilot Milenko Pavlović (LYBT), KRALJEVO/Morava (LYKV), NIŠ/Konstantin Veliki (LYNI), PODGORICA (LYPG), TIVAT (LYTV) and VRŠAC (LYVR) when one or more of the following phenomena is observed or expected to occur at the aerodrome:

Kvantitativni kriterijumi, jezik na kom se upozorenja izdaju, sredstva putem kojih se upozorenja dostavljaju i lista distribucije su predmet lokalnog dogovora.Quantitative criteria, language on which warnings are issued, means by which warnings are supplied and distribution list are subject to local agreement.

5. NOTIFICATION REQUIRED FROM OPERATORS

Korisnik koji traži meteorološke usluge, ili menja zahtev u odnosu na postojeće meteorološke usluge, dužan je da to unapred najavi kada:An operator requiring meteorological service or changes in existing meteorological service shall sufficiently in advance notify when:
  1. planira nove rute ili nove vrste letova;
  2. u redu letenja vrši promene trajnijeg karaktera; i
  3. planira druge promene koje utiču na obezbeđivanje meteoroloških usluga.
  1. new routes or new types of operations are planned;
  2. changes of a lasting character are to be made in scheduled operations; and
  3. other changes, affecting the provision of meteorological service, are planned.
Aerodromskom meteorološkom birou moraju se najaviti:The aerodrome meteorological office shall be notified about:
  1. Redovni letovi:
    • u Evropi 24 časa pre polaska
    • van Evrope 1 mesec pre polaska
  2. Vanredni letovi:
    • u Evropi 1,5 čas pre polaska
    • van Evrope 24 časa pre polaska
  3. Odloženi, raniji ili poništeni letovi odmah po saznanju.
  1. Scheduled flights:
    • within Europe 24 hours prior to departure
    • outside Europe 1 month prior to departure
  2. Non-scheduled flights:
    • within Europe 1.5 hour prior to departure
    • outside Europe 24 hours prior to departure
  3. Delayed, advanced or cancelled flights as soon as operators are aware of.
Za pojedinačne letove zahteva se najava koja je potrebna aerodromskom meteorološkom birou za planiranje odgovarajuće pripreme, i ona treba da sadrži:The notification required for individual flights, needed by aerodrome meteorological office for the planning of appropriate arrangements, should contain the following:
  1. aerodrom poletanja i očekivano vreme polaska;
  2. odredište i očekivano vreme dolaska;
  3. planiranu rutu i očekivana vremena dolaska na i polaska sa svakog usputnog aerodroma;
  4. alternativne aerodrome potrebne za kompletiranje operativnog plana leta uzete sa važeće liste sadržane u regionalnom vazduhoplovnom planu;
  5. nivo krstarenja;
  6. vrstu leta (po pravilima vizuelnog ili instrumentalnog letenja);
  7. vrstu meteoroloških informacija koje se zahtevaju za članove posade (dokumentacija za let i/ili brifing ili konsultacija); i
  8. vreme(na) u koje se zahteva brifing, konsultacija i/ili dokumentacija za let.
  1. aerodrome of departure and estimated time of departure;
  2. destination and estimated time of arrival;
  3. route to be flown and estimated times of arrival at, and departure from, any intermediate aerodrome(s);
  4. alternate aerodromes needed to complete the operational flight plan and taken from the relevant list contained in the regional air navigation plan;
  5. cruising level;
  6. type of flight, whether under the visual or the instrument flight rules;
  7. type of meteorological information requested for a flight crew member, whether flight documentation and/or briefing or consultation; and
  8. time(s) at which briefing, consultation and/or flight documentation are required.
U slučaju redovnih letova, može se odustati od zahteva za nekim ili svim navedenim informacijama, na osnovu dogovora između aerodromskog meteorološkog biroa i avio-prevozioca.In the case of scheduled flights, the requirement for some or all of listed information may be waived by agreement between the aerodrome meteorological office and the operator.

6. AIRCRAFT REPORTS

Redovni izveštaji iz vazduhoplova se ne zahtevaju u FIR BEOGRAD.Routine aircraft reports are not required within BEOGRAD FIR.
Specijalni izveštaji iz vazduhoplova, u FIR-u BEOGRAD, zahtevaju se uvek kada se naiđe na, ili osmotri jedna ili više sledećih pojava:Special aircraft reports are required within BEOGRAD FIR whenever one or more of the following conditions is encountered or observed:
  1. umerena ili jaka turbulencija ili
  2. umereno ili jako zaleđivanje ili
  3. jaki planinski talasi ili
  4. grmljavinske nepogode bez grada, koje su sakrivene, maskirane, široko rasprostranjene ili su kao linija nestabilnosti ili
  5. grmljavinske nepogode sa gradom, koje su sakrivene, maskirane, široko rasprostranjene ili su kao linija nestabilnosti ili
  6. jake prašinske ili peščane oluje ili
  7. oblak vulkanskog pepela ili
  8. prederuptivna vulkanska aktivnost ili vulkanska erupcija ili
  9. uslovi kočenja na poletno-sletnoj stazi ako je kočenje lošije od prijavljenog.
  1. moderate or severe turbulence or

  3. severe mountain waves or
  4. thunderstorms, without hail, that are obscured, embedded, widespread or in squall lines or
  5. thunderstorms, with hail, that are obscured, embedded, widespread or in squall lines or

  7. volcanic ash cloud or
  8. pre-eruption volcanic activity or a volcanic eruption or
  9. runway braking action encountered is not as good as reported.
Dodatno, u Crnoj Gori specijalni izveštaji iz vazduhoplova zahtevaju se uvek kada se naiđe na, ili osmotri jedna ili više sledećih pojava:Additionally, in Montenegro special aircraft reports are required whenever one or more of the following conditions is encountered or observed:
  1. umereno ili jako smicanje vetra,
  2. oblak levkastog oblika,
  3. obilne padavine, koje nisu navedene u ažurnim meteorološkim izveštajima.
  1. moderate or strong wind shear,
  2. funnel cloud,
  3. heavy precipitations not stated in updated meteorological reports.

Radi bezbednosti vazdušnog saobraćaja, Kontrola letenja Srbije i Crne Gore SMATSA doo Beograd ustanovila je Biro za meteorološko bdenje (MWO) Beograd koji neprekidno prati meteorološke uslove u FIR/UIR BEOGRAD.For the safety of air traffic, Serbia and Montenegro Air Traffic Services SMATSA llc established the Meteorological Watch Office (MWO) Beograd which continuously watches over meteorological conditions within FIR/UIR BEOGRAD.
Biro za meteorološko bdenje Beograd pruža sledeće usluge:Beograd Meteorological Watch Office provides the following service:
  1. izrađuje SIGMET, AIRMET i druge meteorološke informacije koje se odnose na njegovu oblast odgovornosti;
  2. obezbeđuje SIGMET, AIRMET i druge informacije odgovarajućim jedinicama kontrole letenja; i
  3. dostavlja u razmenu SIGMET i AIRMET.
